One North Dakota legislators says he's found a way to give students more financial aid without putting more money into the higher ed budget. Representative Bob Skarphol says a recent report shows there are 679 vacant full time positions in the North Dakota University System. That's for 2008-2009. And the salaries for those vacancies add up to $14.3 million dollars.
