Prolonged economic recession and weakening tax collections mean Kansas college students are under pressure to rescue universities strapped for cash. A deal offered by the Kansas Board of Regents to freeze tuition was knocked off the table when the 2009 Legislature cut deeper into appropriations to Kansas State University, The University of Kansas and the four other universities in the system. Tuition increases at state universities are now inevitable, but raising rates won’t resolve the 10 percent, or $85 million, reduction in state appropriations ordered by lawmakers.
