Faced with state budget cuts, California State University, Fresno must shrink in size to where it was in 2000, campus President John Welty says. In his annual address Tuesday to faculty and staff to start the spring term, Mr. Welty says he does not expect layoffs in the current fiscal year, but he cannot rule out cutting staff later. “Simply put, Fresno State must shrink back to the size it was in 2000,” Mr. Welty says. “Our budget is being reduced to the figure we had in 2000. And with a smaller budget, we must reduce the number of students we serve and, correspondingly, the number of faculty and staff.”
