The lack of a state budget is threatening the completion of nearly $100 million in construction projects at public colleges, officials warned Wednesday, leaving uncertain whether the work on two dozen projects can go forward. Officials from the State University of New York warned college presidents in a letter last week that payment for work completed this month cannot be guaranteed and that new contracts for capital projects have been halted, according to a copy obtained by Gannett's Albany Bureau.
