Higher tuition and more crowded classes are ahead for students at California State University, Fresno, because of state budget cuts, says John Welty, president of the Central Valley university. The tuition fee increase, previously enacted by California State University trustees for the entire 23-campus system, will provide about $9.1 million in funds for Fresno State. But that still leaves an additional $10.9 million budget shortfall that will require “painful and difficult” measures, Mr. Welty told faculty and staff at a campus meeting Wednesday morning.
