Reinventing a city college - Long Beach Press Telegram

Trustees of a community college brutalized by Sacramento's recent budget cuts might be forgiven if they spent their annual retreat feeling sorry for themselves and their students. Not at Long Beach. Instead, the five board members met this week with a consultant known internationally for his commitment to shaking up and shaping up government. That would be David Osborne, who rattled the cages of bureaucrats everywhere with the 1992 book he co-authored, "Reinventing Government." But don't expect quick changes. For one thing, this college is leagues better than, say, the massive Los Angeles Community College District, where mismanagement and wasting millions is part of the routine.
