Colorado State University is seriously considering hiring an outside agency to recruit more international students -- a controversial tactic that some higher education experts say is unethical and a strategy that could mean more competition for the University of Colorado as it too looks to grow its share of foreign students. Meanwhile, admissions officials at CU are taking a different approach and, for the first time ever, have begun sending counselors abroad to countries and regions that have well-known feeder schools to the Boulder campus, including China and the Middle East. "I personally think that we have the staff and the professionals already employed on the campus to manage our own recruitment and student services for our international students," said Larry Bell, the director of CU's Office of International Education.
