Budget fosters uncertainty, fear among human services providers; Colleges would see major cuts in state budget. Gov. Tom Corbett is unveiling a 2012-2013 state budget that cuts overall spending for the second year in a row, cuts funding for social services and state-connected universities, somewhat increases public school funding, eliminates 650 state jobs, keeps the income and most taxes the same, but continues slashing a key business tax. The $27.14 billion plan totals .1 percent less spending than this year.
