Need-based state grants for college students would drop under Pennsylvania Gov. Corbett’s budget proposal, reports the Patriot-News. The average reduction would be $158 – testimony from the grant agency’s president said it would hurt students trying to cover the cost of tuition hikes at private colleges, and lead them to resort to more borrowing.
