Appropriations for universities in the Senate-passed Education Trust Fund are at the 2009-10 level of just under $1 billion. That’s a signal that more lean times are in store for four-year schools, their students and parents. The $5.479 billion ETF that pays for public education and associated functions passed the Senate on Tuesday and goes to the House for committee consideration.
