California State University departments rebel over resident enrollment dilemma - Matt Krupnick, Bay Area News Group

A matter of conscience is leading some California State University graduate schools to turn away non-California residents -- and the financial windfall they would bring.
Cal State leaders told the university's 23 campuses they will not be allowed to admit California graduate students for the spring term, which starts in January. Budget cuts made the system in the coming spring term unable to afford residents' heavily discounted education, campus leaders were told. But admissions officials were given the option of accepting out-of-state and international students, who pay the full cost of their education. Most schools appear to be accepting nonresidents, but some departments rebelled.
