In the wake of Gov. Earl Ray Tomblin's request for 7.5 percent budget cuts, leaders of the state's community and technical college system are hoping to bargain. If the state promises not to trim its budget, the council for technical college education will recommend no tuition increases at each of the 10 schools it oversees. The council offered the deal in the form of a resolution passed during its regular meeting Thursday. James Skidmore, chancellor of the system, pointed out that the council could not prevent all tuition increases. Schools can increase tuition prices by up to 5 percent each year without council approval.
However, the council still thought the resolution necessary after Skidmore presented the effects of a 7.5 percent budget reduction.
