Fannin said higher education revenues have not returned to the levels they were before Hurricane Katrina, which is why universities across the board have had to make adjustments. Another topic of discussion was the GRAD Act, which allows institutions to raise their tuitions by 10 percent annually if they meet certain performance requirements. Bruno said one of the “unintended consequences” of the GRAD Act is that as colleges raise their admission standards, the size of the student body is decreasing, which means the campus is taking in less tuition.
