Mangum plans to 'totally change' budgeting at FAMU - Doug Blackburn, Tallahassee Democrat

Elmira Mangum, the former vice president for budget and planning at Cornell University, came to Florida A&M earlier this year with a skill set unlike any previous president at FAMU. The school that has been plagued by auditing and financial issues had hired a leader with considerable expertise in those areas. On the job just two months, Mangum has seen enough to know that wholesale revisions are required.
