The largest disappointment, Ramsey said, was going through another year without an increase in state funding for higher education. In fact, he said, higher education took a 1.5 percent cut. "Higher education has not really had a funding increase since 2006," he said. On top of that, some colleges, including the University of North Carolina and the University of Virginia, came under scrutiny nationally, and Ramsey said those scandals can have a larger impact even if they don't have a direct impact on U of L.
