Free-tuition proposal sparks feasibility questions - Amy R. Sisk, Bismark Tribune

Larry Skogen, interim chancellor of the North Dakota University System, talks on Monday about President Obama's proposal to offer free tuition to students attending community colleges. Higher education officials in North Dakota called the president's proposal for free tuition at community colleges a good starting place to talk about affordability, though questions linger about the plan’s feasibility.
