Louisiana Treasurer John Kennedy said a potential $380 million cut to the state's universities "would gut them." "I don't know how they can do it without massive layoffs," Kennedy said Friday morning in a wide ranging interview with The News-Star. University of Louisiana at Monroe President Nick Bruno agreed, saying, "Cuts of that magnitude would be devastating to all of higher education."
