Campuses describe imminent budgetary disasters - Tom Kacich, News-Gazette

The lack of a budget for Illinois higher education will begin to have severe impacts by January, members of the state Senate Higher Education Committee were told Monday. The Democrat-dominated Legislature and Republican Gov. Bruce Rauner are at an impasse over state spending, even though the state's fiscal year began July 1. Although about 90 percent of state spending is continuing even without the approval of a budget because of various court decisions, consent decrees and continuing appropriations, there is no spending approval for higher education.
