Senators not back until October 20th; Analysts ponder breaking point of budget impasse - Illinois News Network

Will it take someone dying or maybe a credit downgrade to end the budget impasse in Illinois? A couple of analysts are wondering what it will take to bring lawmakers together to pass a budget approaching the beginning of the fourth month of the new fiscal year without a spending plan in place.
