State System faculty seeks short-term pact due to budget impasse - Bill Schackner, Pittsburgh Post-Gazette

The state’s inability thus far to agree on a budget for 2015-16 could contribute to short-term labor peace across Pennsylvania’s 14 state-owned universities. Citing that impasse, and its impact on negotiations, the union representing 5,500 faculty who teach at those universities Wednesday proposed an interim, one-year labor contract with management that would remove any strike potential this academic year. The proposal made by the Association of Pennsylvania State College and University Faculties to the State System of Higher Education is contingent on faculty receiving a pay scale increase in January, officials said.
