Oklahoma can expect a "flat year at best, which is going to make for another difficult budget session," Sen. Mike Schulz, R-Altus, told higher education officials Wednesday. Schulz, the Senate's president pro tem designate, spoke about the funding outlook for the next fiscal year at the request of the Oklahoma State Regents for Higher Education.
