Budget cuts have created a vicious circle of decreasing enrollment in Puerto Rican universities - CHLOE WATLINGTON, Teen Vogue
In Puerto Rico, budget cuts that were set in motion before Hurricane Maria are now taking effect. In April, a plan was approved that could cut government contributions to the University of Puerto Rico (UPR) and individual municipalities by $451 million dollars a year. As a result, the university agreed to raise tuition to more than double the average cost per credit for every student. These budget cuts are part of a larger legislative plan, called PROMESA, that aims to restructure the massive debt Puerto Rico has shouldered since its economic recession in 2006. In 2017, Puerto Rico sought bankruptcy-like relief when it became “unable to provide its citizens effective services” — the largest municipal filing of this nature in U.S. history..
