The Ohio House did a curious thing. It included in its two-year state budget plan a provision that would bar Ohio students who attend the online Western Governors University from receiving state grants and scholarships. The step didn’t stem from critics finding fault with the performance of the school, as it completed its first year as an official partner of the state.
