A new report from the Florida auditor general says the University of West Florida withdrew nearly $2.4 million from a state program fund "without apparent legal authority" to do so. UWF manages the Complete Florida Plus Program, a statewide suite of library services, distance learning courses and degree programs meant to help adult learners finish college. UWF is entitled to a flat fee of 5% from the program's budget to cover administrative overhead like salaries, accounting and legal services.
