Universities gamble on tuition freezes, hope students will stay and finances won't dive - David Jesse, Detroit Free Press

Standard practice for the budget gurus at Central Michigan University is to start their budget planning process by assuming no tuition increase for the coming year. It's not standard to end the process at the same point. But that's where Central, and a bunch of other Michigan public universities, are as budget season winds down. Central, Oakland, Western Michigan and Saginaw Valley State universities have all announced tuition freezes for next year.
