George Washington University’s plans to lay off staff, cut salaries and freeze retirement contributions are not unique, as schools throughout the country contend with massive budget shortfalls amid the coronavirus pandemic. But the measures are inflaming tensions between the school’s faculty and staff and its administration that had been growing for months before the public health crisis erupted.
