At I.U.P., the prospect of major cuts in programs and faculty loomed, threatening the precious bonds between teachers and students as well as the economic ties between the community and its largest employer. It is a wrenching saga, but not an isolated one, as dozens of schools across the country are considering deep budget cuts. Nor does it come as a surprise. The pandemic is only the latest assault after more than a decade of financial hits on these schools.
