The Legislature should link any additional state taxpayer funding to specific improvements, such as better graduation rates and lower costs. Without that leverage, the state’s colleges and universities will have little incentive to alter longstanding habits. Higher education is a top priority, because the state’s prosperity depends on a ready supply of well-trained workers. But the state needs a more effective approach to meeting that goal than just throwing more tax money at colleges and hoping for the best.
