HEPC presents eight changes to proposed college funding model - Jordan Nelson, Register-Herald
Under the first proposed model, a few institutions could see funding reductions in the initial implementation of the model. Glenville State College could initially lose $976,595, or 17.4 percent, from its base budget from the 2018 fiscal year; West Virginia University, $9,210,847, or 8.9 percent; and WVU Tech, $3,285,064, or 44.2 percent. In the "hold-harmless" provision, the commission would ask the Legislature to put additional money into the budget to offset those reductions; however, after three years, this portion would be phased out. Treadway said the change in regard to the sixth public comment would be extending the hold-harmless period to eight years to provide long-term stability across the system and allow time for changes in institutional behavior to be reflected in quantitative metrics.
