The No. 1 priority is Gov. Steve Bullock’s budget request for $24 million for the next two years so tuition can be frozen for Montana resident students. His budget also includes $5 million in matching funds to offer financial aid to needy Montana students. Clay Christian, commissioner of higher education, called the tuition freeze “incredibly important” because Montana households have lower average incomes.
