California State University tuition may rise 20 percent this fall to help make up a $584 million reduction in state funding, Chancellor Charles Reed said Thursday.  If approved by CSU trustees next week, the university system will also reduce enrollment by 40,000 students over the next two years, impose employee furloughs and seek additional program, travel and other cuts on all 23 campuses. Cal State East Bay will need to trim $16 million from its budget. "It is a mega meltdown, financially," Reed said at a Thursday news briefing. "We have to act quickly and we don't have a lot of tools."
