About 90 percent of the 3,700 freshmen who will begin arriving at Virginia Commonwealth University Saturday are Virginia residents. That's a percentage the board of visitors hopes the governor will keep in mind when he decides how much to cut the university's budget. "We think the state should make a provision for that," VCU President Michael Rao said today during budget discussions with the board of visitors.
