The governor calls the spikes in tuition "unsustainable." University presidents use similar language to talk about cuts in state support that they blame for those increases. Left holding the tab are students at the state's 15 four-year public schools, who next year will pay increases that range from $1,700 at Virginia Commonwealth University to $355 at Norfolk State University.
