The budget also gives universities the option of putting more financial burden on students to offset cuts. UNCW proposes to raise annual tuition by $430 per student, a hard blow to families already struggling to pay for college.
There's plenty of pain to go around in this budget. And it won't only be felt by state bureaucrats. Band-aids, anyone?
