Local colleges keep eye on Springfield - STEPHEN RICKERL, The Southern

The budget picture for Southern Illinois’ three community colleges is a combination of good and bad news that reflects an uncertainty passed down from a state government in financial crisis. Bob Carlock, vice president of finance and administration at Rend Lake College, said the college’s budget looks a little better than last year, at least on paper. Rend Lake is expecting about $300,000 more in state funding for fiscal year 2013, but Carlock noted the college still hasn’t received all of the promised money from the state for last year’s budget. Carlock said the fiscal year 13 budget of about $24 to $25 million will be balanced, and the college is expecting a good year if enrollment holds up, but a lot is dependent on when state funding arrives. “They’ve (state) been going through this cycle where they pay us by January of the following fiscal year,” Carlock said. “It’s been worse, but they’re still a few months behind. It’s always a bit of a challenge, especially at smaller school districts such as ours.”
