The vexation felt for years by many Michigan parents and students over repeated tuition rate increases has started to bubble up among some members of the elected governing boards of the state's largest public universities. During the last month, six members of three major university boards voted against tuition increases. Although they are well in the minority, that's triple the number of board members who voted no in each of the previous two years. The "no" votes this year come despite the average proposed tuition rate percentage being half of what it was last year.
