Talks continue between Cuomo administration and United University Professions - Rick Karlin, Albany Times Union

It's been almost a year since contract talks started between the Cuomo administration and United University Professions, one of the last major state public employee unions without a labor agreement. As in negotiations last year between Cuomo and the Public Employees Federation and Civil Service Employees Association, these discussions are accompanied by layoff tensions. But while Cuomo said last year he would have laid off more than 3,000 CSEA or PEF members if they didn't make concessions on a new labor contract, approximately 360 pending layoffs at the state's SUNY Downstate Medical Center are prompted by a financial crisis at the major New York City hospital. UUP, with approximately 33,000 members, mostly represents professors and other employees in the vast State University of New York system, which includes SUNY Downstate.
