Virginia State University will need to cut about $19 million — 10 percent of its operating budget — to make up revenue lost primarily to an enrollment drop, the university’s governing board was told Thursday. As of Sept. 16, the university had enrolled 4,995 full- and part-time students, compared with 5,926 last fall.
