Nearly 9,500 Minnesota state employees are expected to receive 30-day layoff notices Monday. If Gov. Mark Dayton and Republicans cannot agree on a budget within the next month, the state will face a partial government shutdown. "It doesn't look like they're able to sort of cross the finish line in terms of reaching an agreement on several of the items," said David Schultz, a professor of political science at Hamline University.
