Resident undergraduate tuition rates at the University of Minnesota Duluth would be frozen next school year under a proposed budget for the University of Minnesota system. University President Eric Kaler unveiled a proposed budget Friday that includes the tuition freeze for resident undergraduates — and those covered by reciprocity agreements — at UMD and the U of M's other out-state campuses.
