Resolving Connecticut's latest budget crisis could lead to fewer services for rape victims and children with mental illness, more mosquitoes, longer wait times at the DMV and an end to rifle salutes by the Connecticut Honor Guard at military funerals. In response to a letter from Gov. Dannel P. Malloy's budget chief, state department heads have submitted detailed plans about what a 10 percent cut in funding to their specific agency might look like.
