Gov. Doug Burgum's budget proposal appears to invest an additional $90 million for higher education in North Dakota — but earlier cuts still leave the state's university system wanting for dollars. The additional funding comes after a 5 percent cut, or about $27.8 million, to the North Dakota University System, according to NDUS officials.
