The loss of $9.3 million in state support means University Hospital may have to lay off employees and cut services, McCabe said. The loss of $28 million in state support to the three hospitals could compound SUNY’s financial problems. Downstate Medical Center is in dire financial shape. It has been losing about $12 million a month. Upstate and SUNY’s 33 other campuses have collectively loaned $75 million to Downstate. State subsidies account for about 2 percent of the Syracuse hospital’s revenue and the rest comes from patient care payments. The hospital employs about 3,700 people. To cut costs, the hospital has eliminated vacant positions, cut some salaries and revised some contracts.
